Maybe we could use the bug tracking tool to do the stuff on this page but use the wiki for all of the actual discussion? Also, we'd have to be able to give anonymous users full privilages in the bug tracking tool (or all registered users, at least). I don't know if the tools can currently do that, but I suspect so.
